Carol Noel Michaels, MPH, FACHE®, MCHES®

Carol Noel Michaels, MPH, FACHE®, MCHES®, is the Chief Transformation Officer of Valley Health Partners Community Health Center (VHP), a multi‐county 501c3 non‐profit organization designated as a Federally Qualified Health Center Look‐Alike (FQHC‐LA) by Health Resources and Services Administration (HRSA). VHP is dedicated to advancing the health and wellness of the Lehigh Valley's most vulnerable community members. Carol brings over twenty years of public health, population health, and health care administration experience with expertise in strategic planning, process improvement, leadership, change management, IT, communications, marketing, quality, and community‐based program management.

Carol’s career reflects her passion for public health and developing teams focused on culture and strategies to improve patient outcomes and community wellbeing. She began her career in a variety of community health roles at both national and local government levels before working as the fitst health educator at LVHN’s wholly owned subsidiary, the Lehigh Valley Physician Hospital Organization. There, and later at Populytics, Inc., a wholly owned population health analytics firm of LVHN, she created and launched comprehensive corporate wellness programs for employers of all sizes and industries. As Carol progressively advanced through leadership positions, she oversaw multidisciplinary teams within care management, utilization management, employee assistance program, business development, and worksite wellness service lines and collaborated with clinical, IT, community, and insurance stakeholders to influence the development of value‐based care models and services.   

In her current role at VHP, Carol is responsible for strategic planning and collaborative execution of business development and change management initiatives for VHP. She champions new capabilities that align VHP’s vision and mission to serve vulnerable community needs and maintains successful relationships with stakeholders to support community engagement. Carol oversees strategic operations, population health and enabling services, marketing, information services & technology, government relations, grants, philanthropy, and community engagement teams. 

Carol holds a Bachelor of Science degree in Biology from Bucknell University and a Master’s degree in Public Health with a concentration in community health from the University of North Carolina at Greensboro. She is a Fellow of the American College of Healthcare Executives, a Master Certified Health Education Specialist, and is Lean certified. Carol serves as a board member of Meals on Wheels of the Greater Lehigh Valley, is past president of ACHE of Eastern Pennsylvania, and serves on the Board of Elders with her church. 

Carol has presented to local and national audiences and received several community services and professional awards including the LVHN Colleague Engagement Megastar Award, the 40 under 40 of Lehigh Valley Business Journal, and most recently the 2024 ACHE Regents and ACHE Service Awards.
